    Rebecca first joined the Wallowa Valley Health Care Foundation board in 2014, and has been an active member. Her deep concern for helping raise money to invest in improving and expanding our local health care services has helped us raise hundreds of thousands of dollars every year to invest in state-of-the-art equipment for our hospital. Rebecca serves as our secretary/treasurer, and of course her legal expertise is a great asset.

      It is with great pleasure that we recommend Rebecca Knapp of Knapp Law Offices as an outstanding attorney. We have worked with Rebecca since 2016, when our organization, Associated Ditch Companies, Inc., faced several complex legal and regulatory challenges as a water management entity.

      From the outset, Rebecca demonstrated exceptional professionalism, deep knowledge of Oregon law, and a practical approach to problem-solving. Her guidance gave our Board the confidence and clarity needed to make informed decisions during a period of significant uncertainty. In 2017, she played a pivotal role in successfully transitioning our organization from a private corporation to a Chapter 545 Irrigation District. Rebecca expertly handled the preparation of legal documents, guided us through the election process, and ensured full compliance with all statutory requirements. Shortly after the formation of the irrigation district, Rebecca played a key role in negotiating and formalizing a Memorandum of Agreement (MOA) between the irrigation district, the Oregon Department of Fish and Wildlife (ODFW), the Oregon Water Resources Department (OWRD), and the Nez Perce Tribe and Confederated Tribes of the Umatilla Indian Reservation. Her expertise and strong work ethic quickly earned the group’s confidence, leading to her selection as the primary facilitator of the MOA. Her work was instrumental in positioning our District to better serve our irrigators.

      Rebecca remains an indispensable advisor to our Board. She regularly assists us with a wide range of matters, including water rights law, property law, grant applications, and intergovernmental agreements. Her strategic counsel, clear communication, and responsiveness have been invaluable as we navigate the evolving regulatory landscape.
