Shortly after the formation of the irrigation district, Rebecca played a key role in negotiating and formalizing a Memorandum of Agreement (MOA) between the irrigation district, the Oregon Department of Fish and Wildlife (ODFW), the Oregon Water Resources Department (OWRD), and the Nez Perce Tribe and Confederated Tribes of the Umatilla Indian Reservation. Her expertise and strong work ethic quickly earned the group’s confidence, leading to her selection as the primary facilitator of the MOA. Her work was instrumental in positioning our District to better serve our irrigators.

Rebecca remains an indispensable advisor to our Board. She regularly assists us with a wide range of matters, including water rights law, property law, grant applications, and intergovernmental agreements.
